Shireen Rahmani:

Born in Afghanistan, Shireen dreamed of becoming a doctor. But when the Taliban rose to power, her studies were cut short. Forced to leave university, but not her ambition, she began again. In 2003, she joined Roshan Telecom as an executive assistant. In a nation where few women worked, she quietly began breaking barriers, and by 2011 had become Director of Human Resources, a rare position for a woman in Afghanistan.

Through resilience and vision, Shireen became the first female executive in Afghanistan’s technology industry, serving as HR Director, Chief Operating Officer, and eventually General Manager. She led the company through its most challenging years, delivering 130% EBITDA growth, driving major operational efficiencies, and proving that success was possible even in a conflict-affected economy.

A champion of national talent, she led a groundbreaking localization strategy that increased Afghan leadership representation from 0% to 96% and ensured 99% of the workforce was local, strengthening self-reliance and building the nation’s professional capacity.
